L'Armée rouge sans doute. Pour Goebbels, c'est l'occasion rêvée pour discréditer les Russes et affaiblir les Alliés. Il a l'idée d envoyer sur place une autorité neutre, le Bureau des crimes de guerre, réputé anti-nazi, pour enquêter objectivement sur cette triste affaire.

Le capitaine Bernie Gunther, qui y officie est la personne idéale pour accomplir cette délicate mission. Gunther se retrouve dans la forêt de Katyn avec une équipe pour exhumer les quatre mille corps des officiers polonais et découvrir la vérité, quelle qu'elle soit.
